It was explained that this meant the torpedo boat would be allowed to remain where she was, but that no other Chinese warships would anchor outside the men-of-war anchorage. Mr.Chiang Siu Chan stated he quite understood and that he agreed. He also expressed his sincere thanks to the British Government, the Commis doner of Customs and myself for the trouble taken to settle the matter peacefully.

The above interview was briefly summarised in

the message I transmitted to the Consul-General from His Excellency the Governor, (Enclosure J) and my W/T message 1830 of 24th. (Enclosure K). At the end of the interview I further

urged His Excellency to remove, as soon as possible, all visible signs of military preparations, in order to help to

calm the Chinese. The field batteries were removed the same

day.

The enclosure L is a message from tue Consul-General concerning the causes leading to the present trouble and my reply thereto. A fuller report from Portuguese surces is

attached in enclosure M.

My delay in forwarding this report is due to the rapidity with which the state of affairs was Bontinually
